What is a Human Resource Outsourcing Organization (HRO)?
All the same services are provided in the HRO model as are provided in the PEO model. The key difference between the two models is the classification of employees. HROs are not co-employers so all employees remain classified within the FEIN of the client company. As a result there are no potential savings as a result of economies of scale, but there is greater flexibility in the package of services.
